Annual Groundwater Use Plan
The Annual Groundwater Use Plan (for mineral, drinking, and technical groundwater) is one of the key documents required to commence development of groundwater deposits under industrial conditions in accordance with the approved technological scheme. In case of difficulties at the initial stage of development, the Plan allows for phased adjustment of priority water demand. The Annual Groundwater Use Plan also enables adjustment of limits specified in the special water use permit, provided such limits are not exceeded and actual abstraction remains low, thus preventing regulatory violations.
A subsoil user may not commence extraction and use of groundwater reserves without an approved Annual Groundwater Use Plan, in accordance with Article 51 of the Subsoil Code of Ukraine. The measures and action plans defined in the Annual Groundwater Use Plan ensure safe operation, proper condition of well equipment, prevention of aquifer depletion, minimization of environmental impact, and rational forecasted annual abstraction and consumption while maintaining both qualitative and quantitative parameters of groundwater resources.
- a special permit for subsoil use;
- a special water use permit;
- a protocol of the State Commission on Mineral Reserves of Ukraine (DKZ);
- documents confirming rights to the land plot where the water intake facility is located;
- the well passport;
- permits for operation of machinery, equipment, and installations;
- chemical and bacteriological groundwater analysis reports;
- documents confirming the type of activity of the enterprise and its registration details.
Annual Groundwater Use Plans, in accordance with the requirements of Article 51 of the Subsoil Code of Ukraine, are submitted for review and approval to the relevant territorial authority of the State Labor Service of Ukraine (Derzhpratsi). The Plan is prepared for a one-year period. The structure, content, procedural requirements, and review timelines are established by the internal regulations of each territorial Derzhpratsi authority.
The Annual Groundwater Use Plan serves as a practical tool to support efficient, rational, and legally compliant use of groundwater resources by the subsoil user.
A reasoned and forecast-based distribution of groundwater abstraction and consumption at the initial and operational stages, in compliance with NPAOP 14.0–7.01–86 “Methodological Guidelines for Monitoring the Protection of Groundwater from Pollution and Depletion in the Territory of Ukraine” and DBN V.2.5–74:2013 “Water Supply. External Networks and Facilities. Basic Design Provisions”, ensures sustainable and environmentally sound use of groundwater resources.
A properly prepared Annual Groundwater Use Plan is developed promptly by specialists of the “Institute of Geology” in full compliance with current Ukrainian legislation.
