Annu­al Ground­wa­ter Use Plan

The Annu­al Ground­wa­ter Use Plan (for min­er­al, drink­ing, and tech­ni­cal ground­wa­ter) is one of the key doc­u­ments required to com­mence devel­op­ment of ground­wa­ter deposits under indus­tri­al con­di­tions in accor­dance with the approved tech­no­log­i­cal scheme. In case of dif­fi­cul­ties at the ini­tial stage of devel­op­ment, the Plan allows for phased adjust­ment of pri­or­i­ty water demand. The Annu­al Ground­wa­ter Use Plan also enables adjust­ment of lim­its spec­i­fied in the spe­cial water use per­mit, pro­vid­ed such lim­its are not exceed­ed and actu­al abstrac­tion remains low, thus pre­vent­ing reg­u­la­to­ry vio­la­tions.

A sub­soil user may not com­mence extrac­tion and use of ground­wa­ter reserves with­out an approved Annu­al Ground­wa­ter Use Plan, in accor­dance with Arti­cle 51 of the Sub­soil Code of Ukraine. The mea­sures and action plans defined in the Annu­al Ground­wa­ter Use Plan ensure safe oper­a­tion, prop­er con­di­tion of well equip­ment, pre­ven­tion of aquifer deple­tion, min­i­miza­tion of envi­ron­men­tal impact, and ratio­nal fore­cast­ed annu­al abstrac­tion and con­sump­tion while main­tain­ing both qual­i­ta­tive and quan­ti­ta­tive para­me­ters of ground­wa­ter resources.

For prepa­ra­tion of the Annu­al Ground­wa­ter Use Plan, the doc­u­ment pack­age must include:
  • a spe­cial per­mit for sub­soil use;
  • a spe­cial water use per­mit;
  • a pro­to­col of the State Com­mis­sion on Min­er­al Reserves of Ukraine (DKZ);
  • doc­u­ments con­firm­ing rights to the land plot where the water intake facil­i­ty is locat­ed;
  • the well pass­port;
  • per­mits for oper­a­tion of machin­ery, equip­ment, and instal­la­tions;
  • chem­i­cal and bac­te­ri­o­log­i­cal ground­wa­ter analy­sis reports;
  • doc­u­ments con­firm­ing the type of activ­i­ty of the enter­prise and its reg­is­tra­tion details.

Annu­al Ground­wa­ter Use Plans, in accor­dance with the require­ments of Arti­cle 51 of the Sub­soil Code of Ukraine, are sub­mit­ted for review and approval to the rel­e­vant ter­ri­to­r­i­al author­i­ty of the State Labor Ser­vice of Ukraine (Derzh­prat­si). The Plan is pre­pared for a one-year peri­od. The struc­ture, con­tent, pro­ce­dur­al require­ments, and review time­lines are estab­lished by the inter­nal reg­u­la­tions of each ter­ri­to­r­i­al Derzh­prat­si author­i­ty.

The Annu­al Ground­wa­ter Use Plan serves as a prac­ti­cal tool to sup­port effi­cient, ratio­nal, and legal­ly com­pli­ant use of ground­wa­ter resources by the sub­soil user.

A rea­soned and fore­cast-based dis­tri­b­u­tion of ground­wa­ter abstrac­tion and con­sump­tion at the ini­tial and oper­a­tional stages, in com­pli­ance with NPAOP 14.0–7.01–86 “Method­olog­i­cal Guide­lines for Mon­i­tor­ing the Pro­tec­tion of Ground­wa­ter from Pol­lu­tion and Deple­tion in the Ter­ri­to­ry of Ukraine” and DBN V.2.5–74:2013 “Water Sup­ply. Exter­nal Net­works and Facil­i­ties. Basic Design Pro­vi­sions”, ensures sus­tain­able and envi­ron­men­tal­ly sound use of ground­wa­ter resources.

A prop­er­ly pre­pared Annu­al Ground­wa­ter Use Plan is devel­oped prompt­ly by spe­cial­ists of the “Insti­tute of Geol­o­gy” in full com­pli­ance with cur­rent Ukrain­ian leg­is­la­tion.
