San­i­tary pro­tec­tion zone (SPZ) reduc­tion

A San­i­tary Pro­tec­tion Zone (SPZ) is an area around a poten­tial­ly haz­ardous enter­prise where eco­nom­ic activ­i­ty and human habi­ta­tion are pro­hib­it­ed. The size and con­fig­u­ra­tion of the SPZ are deter­mined indi­vid­u­al­ly for each enter­prise and depend not only on the con­cen­tra­tion of harm­ful emis­sions but also on the loca­tion of pol­lu­tion sources and phys­i­cal influ­ences on the enter­prise map.

SPZ reduc­tion is a recon­sid­er­a­tion of the enter­prise’s san­i­tary pro­tec­tion zone size, in accor­dance with tech­nolo­gies and capac­i­ties that have changed, envi­ron­men­tal pro­tec­tion mea­sures, or the estab­lish­ment of new fea­tures of the SPZ oper­at­ing mode.

The size of the san­i­tary pro­tec­tion zone (SPZ) may be revised if the user of sub­soil resources can prove that the bound­ary of accept­able lev­els of atmos­pher­ic pol­lu­tion and phys­i­cal impact (noise, vibra­tion, elec­tro­mag­net­ic radi­a­tion) has for some rea­son approached the source. The reduc­tion of the size of the SPZ can only be car­ried out if there are weighty grounds con­firmed by doc­u­men­tary evi­dence. The devel­op­ment of an appro­pri­ate project and its approval is nec­es­sary for the reduc­tion of the SPZ. At the same time, the law does not estab­lish a min­i­mum or max­i­mum thresh­old for the reduc­tion of the SPZ, so the safe­ty zone bound­ary can be moved even by sev­er­al meters.

Accord­ing to San­PiN 2.2.1./2.1.1.1200–03 “San­i­tary Pro­tec­tion Zones and San­i­tary Clas­si­fi­ca­tion of Enter­pris­es, Facil­i­ties and Oth­er Objects”, revi­sion of the SPZ size is manda­to­ry in case of changes in the speci­fici­ty of the enter­prise, mod­ern­iza­tion of tech­no­log­i­cal process­es and equip­ment or reduc­tion of pro­duc­tion capac­i­ty. The devel­op­ment of inno­v­a­tive tech­nolo­gies and the imple­men­ta­tion of mod­ern purifi­ca­tion sys­tems allow for a sig­nif­i­cant reduc­tion in the harm­ful impact of the enter­prise on the envi­ron­ment and to reduce risks to the life and health of peo­ple.

In addi­tion, over time the speci­fici­ties of the enter­prise may change sig­nif­i­cant­ly, the tech­no­log­i­cal process may be adjust­ed, and the raw mate­ri­als may become safer. In this regard, the haz­ard class of the enter­prise and the cor­re­spond­ing size of the san­i­tary pro­tec­tion zones may need to be reviewed. The per­mis­si­ble pol­lu­tion lev­els for var­i­ous chem­i­cal sub­stances may also need to be adjust­ed. If the enter­prise’s activ­i­ty involves emis­sions of these chem­i­cal sub­stances into the envi­ron­ment, the san­i­tary pro­tec­tion zone must be reviewed accord­ing to the new TLV val­ues.

The main cri­te­ri­on for review­ing the size of the san­i­tary pro­tec­tion zone in all the cas­es described above remains the offi­cial con­fir­ma­tion of safe­ty for human life and health and the envi­ron­ment at the new­ly estab­lished bor­der of the san­i­tary pro­tec­tion zone. It should also be under­stood that the san­i­tary pro­tec­tion zone is the respon­si­bil­i­ty of the per­sons who oper­ate the enter­prise and must be arranged in accor­dance with the design doc­u­men­ta­tion.

On the ter­ri­to­ry of the san­i­tary pro­tec­tion zone (SPZ), con­stant nature con­ser­va­tion mea­sures should be car­ried out to reduce the neg­a­tive impact of the object on the envi­ron­ment. All of this is asso­ci­at­ed with sig­nif­i­cant costs for the enter­prise man­age­ment. At the same time, reduc­ing the SPZ allows for some reduc­tion in the costs of ser­vic­ing this area under spe­cial oper­at­ing con­di­tions.
