Sanitary protection zone (SPZ) reduction
A Sanitary Protection Zone (SPZ) is an area around a potentially hazardous enterprise where economic activity and human habitation are prohibited. The size and configuration of the SPZ are determined individually for each enterprise and depend not only on the concentration of harmful emissions but also on the location of pollution sources and physical influences on the enterprise map.
SPZ reduction is a reconsideration of the enterprise’s sanitary protection zone size, in accordance with technologies and capacities that have changed, environmental protection measures, or the establishment of new features of the SPZ operating mode.
The size of the sanitary protection zone (SPZ) may be revised if the user of subsoil resources can prove that the boundary of acceptable levels of atmospheric pollution and physical impact (noise, vibration, electromagnetic radiation) has for some reason approached the source. The reduction of the size of the SPZ can only be carried out if there are weighty grounds confirmed by documentary evidence. The development of an appropriate project and its approval is necessary for the reduction of the SPZ. At the same time, the law does not establish a minimum or maximum threshold for the reduction of the SPZ, so the safety zone boundary can be moved even by several meters.
According to SanPiN 2.2.1./2.1.1.1200–03 “Sanitary Protection Zones and Sanitary Classification of Enterprises, Facilities and Other Objects”, revision of the SPZ size is mandatory in case of changes in the specificity of the enterprise, modernization of technological processes and equipment or reduction of production capacity. The development of innovative technologies and the implementation of modern purification systems allow for a significant reduction in the harmful impact of the enterprise on the environment and to reduce risks to the life and health of people.
In addition, over time the specificities of the enterprise may change significantly, the technological process may be adjusted, and the raw materials may become safer. In this regard, the hazard class of the enterprise and the corresponding size of the sanitary protection zones may need to be reviewed. The permissible pollution levels for various chemical substances may also need to be adjusted. If the enterprise’s activity involves emissions of these chemical substances into the environment, the sanitary protection zone must be reviewed according to the new TLV values.
The main criterion for reviewing the size of the sanitary protection zone in all the cases described above remains the official confirmation of safety for human life and health and the environment at the newly established border of the sanitary protection zone. It should also be understood that the sanitary protection zone is the responsibility of the persons who operate the enterprise and must be arranged in accordance with the design documentation.
On the territory of the sanitary protection zone (SPZ), constant nature conservation measures should be carried out to reduce the negative impact of the object on the environment. All of this is associated with significant costs for the enterprise management. At the same time, reducing the SPZ allows for some reduction in the costs of servicing this area under special operating conditions.
