Registration of well passports

Reg­is­tra­tion of well pass­ports are sub­ject to manda­to­ry reg­is­tra­tion in the State Reg­is­ter of Arte­sian Wells. State account­ing is car­ried out by the State Ser­vice of Geol­o­gy and Sub­soil of Ukraine in accor­dance with the Res­o­lu­tion of the Cab­i­net of Min­is­ters of Ukraine No. 963 dat­ed Octo­ber 8, 2012. After drilling a well, it is manda­to­ry to pre­pare a pass­port in the pre­scribed form; oper­a­tion of a well with­out such a pass­port is not per­mit­ted.

Pass­ports for arte­sian water wells con­tain infor­ma­tion on the tech­ni­cal con­di­tion of the well and geo­log­i­cal data.

Arte­sian well pass­ports for reg­is­tra­tion with the State Ser­vice of Geol­o­gy and Sub­soil of Ukraine are sub­mit­ted by enter­pris­es on whose bal­ance sheet oil and gas wells are record­ed, from which hydro­car­bons are extract­ed or which belong to the obser­va­tion fund.

A well pass­port must also be pre­pared when drilling a new oil or gas well.

Completion of the Passport

In accor­dance with the Pro­ce­dure for State Account­ing of Arte­sian Wells, the Min­istry of Ecol­o­gy and Nat­ur­al Resources has approved the offi­cial pass­port form for arte­sian wells. Com­ple­tion of the pass­port begins with the well num­ber and name. An overview map at a scale of 1:25,000 show­ing the well loca­tion must be pre­pared, includ­ing its ref­er­ence to the bound­aries of the set­tle­ment.

Next, the exact geo­graph­ic coor­di­nates of the well loca­tion are entered in the WGS-84 sys­tem with an accu­ra­cy of up to one hun­dredth of a degree. The well own­er, EDR­POU code, and address must be indi­cat­ed. If the pass­port is being restored, ref­er­ences to archival mate­ri­als, results of well log­ging, data on the drilling con­trac­tor, and oth­er infor­ma­tion are added.

The pass­port includes:

  • actu­al well depth;
  • start and com­ple­tion dates of drilling;
  • drilling method (cable-tool, rotary, etc.);
  • drilling rig and name of the drilling fore­man;
  • bit diam­e­ters and pen­e­tra­tion inter­vals;
  • well con­struc­tion — cas­ing strings, fil­ters, and set­ting inter­vals.

The geo­log­i­cal sec­tion is described, includ­ing rock types, thick­ness of the aquifer, sta­t­ic and dynam­ic water lev­els. Data from test pump­ing are entered into the “Obser­va­tion Results” table — water lev­el mea­sure­ments, dis­charge, spe­cif­ic capac­i­ty, air­lift para­me­ters, pipe char­ac­ter­is­tics, water clar­i­fi­ca­tion time, as well as the name and posi­tion of the respon­si­ble spe­cial­ist.

Ground­wa­ter qual­i­ty indi­ca­tors are also includ­ed:

  • organolep­tic, physic­o­chem­i­cal, and tox­i­co­log­i­cal para­me­ters;
  • radi­a­tion activ­i­ty;
  • epi­demi­o­log­i­cal safe­ty (micro­bi­ol­o­gy, par­a­sites).

In addi­tion, the pass­port includes meth­ods of well geo­phys­i­cal sur­veys (WGS), in par­tic­u­lar:

  • GR — gam­ma log­ging
  • NGR — neu­tron gam­ma log­ging
  • ML — mag­net­ic log­ging
  • MBL — micro-lat­er­al log­ging
  • MLR — micro-resis­tiv­i­ty log­ging
  • LL — lat­er­al log­ging
  • LLS — lat­er­al log­ging with son­des
  • INNL — induc­tion-neu­tron-neu­tron log­ging
  • SP — spon­ta­neous poten­tial log­ging
  • Ther­mom­e­try — mea­sure­ment of tem­per­a­ture dis­tri­b­u­tion in the well

Rel­e­vant log­ging dia­grams (charts) based on sur­vey results are attached.

The fol­low­ing sec­tion describes oper­a­tional para­me­ters and instal­la­tion of water-lift­ing equip­ment in the well, includ­ing pump type, ris­ing main, dis­charge pipeline, and infor­ma­tion on the con­trac­tor that per­formed the instal­la­tion (with con­tract details and legal enti­ty infor­ma­tion).

In addi­tion, arte­sian water well pass­ports include brief infor­ma­tion on the san­i­tary pro­tec­tion zone (first belt of san­i­tary pro­tec­tion), facil­i­ties and build­ings locat­ed with­in the well area, as well as infor­ma­tion on repair works car­ried out in the well (if any).

Submission of Documents to the Register

At the end of the stan­dard pass­port form, there is an annex for reg­is­ter­ing an arte­sian well pass­port in the State Reg­is­ter of Arte­sian Wells via the elec­tron­ic sub­soil user cab­i­net on the web­site of the State Ser­vice of Geol­o­gy and Sub­soil of Ukraine. By com­plet­ing the required fields and attach­ing the annex­es (overview map, geo­log­i­cal sec­tion and well con­struc­tion, obser­va­tion results, extracts, hydro­ge­o­log­i­cal con­clu­sion, oper­a­tional para­me­ters, and oth­er doc­u­ments), water users and sub­soil users can reg­is­ter the well pass­ports used in their busi­ness activ­i­ties.
