Registration of well passports
Registration of well passports are subject to mandatory registration in the State Register of Artesian Wells. State accounting is carried out by the State Service of Geology and Subsoil of Ukraine in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 963 dated October 8, 2012. After drilling a well, it is mandatory to prepare a passport in the prescribed form; operation of a well without such a passport is not permitted.
Passports for artesian water wells contain information on the technical condition of the well and geological data.
Artesian well passports for registration with the State Service of Geology and Subsoil of Ukraine are submitted by enterprises on whose balance sheet oil and gas wells are recorded, from which hydrocarbons are extracted or which belong to the observation fund.
A well passport must also be prepared when drilling a new oil or gas well.
Completion of the Passport
In accordance with the Procedure for State Accounting of Artesian Wells, the Ministry of Ecology and Natural Resources has approved the official passport form for artesian wells. Completion of the passport begins with the well number and name. An overview map at a scale of 1:25,000 showing the well location must be prepared, including its reference to the boundaries of the settlement.
Next, the exact geographic coordinates of the well location are entered in the WGS-84 system with an accuracy of up to one hundredth of a degree. The well owner, EDRPOU code, and address must be indicated. If the passport is being restored, references to archival materials, results of well logging, data on the drilling contractor, and other information are added.
The passport includes:
- actual well depth;
- start and completion dates of drilling;
- drilling method (cable-tool, rotary, etc.);
- drilling rig and name of the drilling foreman;
- bit diameters and penetration intervals;
- well construction — casing strings, filters, and setting intervals.
The geological section is described, including rock types, thickness of the aquifer, static and dynamic water levels. Data from test pumping are entered into the “Observation Results” table — water level measurements, discharge, specific capacity, airlift parameters, pipe characteristics, water clarification time, as well as the name and position of the responsible specialist.
Groundwater quality indicators are also included:
- organoleptic, physicochemical, and toxicological parameters;
- radiation activity;
- epidemiological safety (microbiology, parasites).
In addition, the passport includes methods of well geophysical surveys (WGS), in particular:
- GR — gamma logging
- NGR — neutron gamma logging
- ML — magnetic logging
- MBL — micro-lateral logging
- MLR — micro-resistivity logging
- LL — lateral logging
- LLS — lateral logging with sondes
- INNL — induction-neutron-neutron logging
- SP — spontaneous potential logging
- Thermometry — measurement of temperature distribution in the well
Relevant logging diagrams (charts) based on survey results are attached.
The following section describes operational parameters and installation of water-lifting equipment in the well, including pump type, rising main, discharge pipeline, and information on the contractor that performed the installation (with contract details and legal entity information).
In addition, artesian water well passports include brief information on the sanitary protection zone (first belt of sanitary protection), facilities and buildings located within the well area, as well as information on repair works carried out in the well (if any).
Submission of Documents to the Register
At the end of the standard passport form, there is an annex for registering an artesian well passport in the State Register of Artesian Wells via the electronic subsoil user cabinet on the website of the State Service of Geology and Subsoil of Ukraine. By completing the required fields and attaching the annexes (overview map, geological section and well construction, observation results, extracts, hydrogeological conclusion, operational parameters, and other documents), water users and subsoil users can register the well passports used in their business activities.
